Just saw the new seller rules. I've got no issue with the reduction in free listings. But no more cash on collection I do mind. It means there is no way to make a buyer check on collection and once they accept it pay with no risk of them changing their mind later.
And will buyers be happy being forced to pay up front before they see an item?

The post you're replying to (from over a year ago) was in reply to a discussion I was having with another poster about what evidence eBay would accept to defend an "item not received" case where the buyer had paid through eBay. If you read the quoted text in that post it should be clear what is being discussed.
It is no longer relevant anyway as eBay will now only accept the collection code or a scan of the QR code given to the buyer as evidence the item was collected.

God its getting really bad now.
I have an expensive item for sale with cash on collection on the listing with require immediate payment unticked. Today a buy who doesn't read the listing buys it and then cancels it as i wont post it. I have to do login verification no less than 8 times to get to cancel it then i relist it
Two hours later a get a message item sold again. I get a message that the buyer had no option but to pay at the time. I really wish he had messaged me first. I again cancel and refund. So before ebay charged me to list and sell an item now no charge but they force the buyer to pay online so they can take their cut.
I was selling it cash on collection so they come check the item and pay the money. If they change their mind i can check the item and give them the cash back. If i wanted to post it i would have done so and got more interested buyers. I pick cash on collection is to prevent one of 3 things happening
1. buyer claims i sent an empty box i lose the item and the money
2. buyer claims SNAD and sends me back an empty box
3. buyer pays online collects in person breaks the item then claims it never worked

Why have you relisted it again? Whether you like it or not, cash on collection is no longer allowed, except for motor vehicles. It has been that way since October last year. If you want cash on collection then you will have to list it elsewhere.

Cash on collection is not an option on your listing because it's no longer an accepted payment method.
You have listed for collection but the buyer has to pay through ebay checkout.

As explained cash on collection is not allowed.
When a buyer buys a collection only item, they are directed to eBay checkout where they have to pay upfront, by card payment ,PayPal, Google or Apple Pay etc. You will not know which method they choose, it matters not, as the money then goes into your eBay Balance.
The important thing to remember on collection items is to remind the buyer to bring the 6 digit QR code for you to scan. This is the only proof you'll have that the item was collected.
If you keep cancelling orders and relisting you may well receive a message from eBay that you are restricted from selling. Cancelling orders means unhappy buyers, and those don't return to eBay, thus eBay sanction those seller's accounts.
