If this is purely about buyer protection then ....
If a buyer has demonstrated that they are trust worthy without any issues and they have a history of being a trustworthy, honest seller then after x amount of time and/or sales and/or feedback the fee's should decrease and/or eventually dissappear.

If a buyer has demonstrated that they are trust worthy without any issues and they have a history of being a trustworthy, honest seller then after x amount of time and/or sales and/or feedback the holding onto buyers funds should become quicker and end up non-existant.
