Perhaps you have exceeded the free quota of 300 listings per month so as a result you get charged insertion fees?

Are any of your auctions under a 5 day duration? This for Private sellers is classed as a listing upgrade and will cost you a non refundable listing fee of 35 p per item. It's charged the second the item goes live and payable sale or no sale.
Add any of the following optional listing upgrades, and they all come with a non refundable listing fee.

Reserves: 4% of the set reserve ( maximum £150 per item)
Subtitles: £2
Listing in 2 categories: 35p
Gallery Plus: £2.50 ( free for clothes and shoes)

As a tip, before clicking on the final List Item With Displayed Fees button, glance just above it, it should read £0.00 Listing Fee.
If there is a fee amount listed there, you have selected an upgrade, and if you wish, it gives you time to scroll up and remove the payable upgrade.
Promotions will also bring with a payable listing fee when the item sells.

If you don't have a business account you can't be 'charged as a business seller' but as others have pointed out, private sellers can incur fees.

As suggested, it could be the high number of items you list.
Private sellers have an allowance of 300 free listings a month. If you repeatedly relist auction items, these count towards your 300. Once you have exceeded your free 300 listings, you will be charged 35p to list every additional item.
You can see your free listings used and remaining on your selling page and check previous months by looking at 'expired promotions'.
