How much time does buyer have to accept partial refund?

Hi,

I sold an item which I stated that was non refundable, but the buyer still wanted a refund and selected the reason as "item not as described". After a conversation I realised that he has not read the description. Anyway, I offered him a partial refund, as accepting a return would generate some addional cost for me. It has been a week now and he has not accepted nor declined my offer of partial refund. How much time does the buyer have to accept or decline my offer of partial refund? What happens if he does not select any option for a while?

the buyer does not have to respond to you but has [I believe] 20 days from opening it to escalate the case to eBay who will force a full refund, put a defect on your account and you lose the selling fees.

It's a joke isn't it? Blatant business seller who doesn't give two hoots because Ebay will not do anything about it and it's supposed to be a professional, trustworthy selling platform.
