I keep seeing in other sellers " Seller business information" box that contains the VAT info etc the phrase "I certify that all my selling activities will comply with all EU laws and regulations." How do I add this to my information box?

I thought that bizarre disclaimer was automatically displayed for all business sellers; how weird.
I'm not sure why you specifically want it but you could try adding some terms and conditions on this page even if they simply state "All purchases are covered by eBay's Money Back Guarantee". I'm not sure what the trigger is as it certainly doesn't depend upon whether you sell to the EU or not (although you do).

It should automatically appear on all business accounts. @4_bathrooms OP's account seems to have disappeared.

The OP has changed their eBay username recently; for some reason the boards do not update usernames in URL links. If you click any of the links to the OP's selling profile you will need to change the user ID shown in the URL to the one shown in their post.

Thanks, I've followed your instructions, and found him now.
I think the problem may have arisen as his listings appear to have been originally created on a private account. The text at the very bottom of his listings (if you can ever get past all the "similar items") states "This is a private listing and your identity will not be disclosed to anyone except the seller."
I would imagine it's something which has not changed properly when the seller changed to using a business account. Perhaps it will be correct on new listings, but remain wrong on those carried over from the old account??

Ah yes, that will be the problem!
Listings that were created when an account was private are not properly switched over to business until they renew; this also affects the fees charged as per this thread.
@thewatchlinkltd - you might want to try a bulk edit of your listings without changing anything - you may end up paying more in fees if you don't.
