OK so listing some items tonight
good news first - even though Simple Delivery is now being pushed I can opt out to custom settings and select my standard shipping rates
bad news - I have to opt out of Simple Delivery every time I list even though I am listing similar items. Really?
This is from ebay itself: You can opt out of Simple Delivery when you're creating your listing by selecting Custom Postage from the delivery options. If you'd prefer not to use Simple Delivery at all in the future, you'll need to opt out each time this programme is recommended when you're creating listings.
I mean what does that last sentence mean anyway?

If you have a "business model" on a private account you have the wrong account type. Problem solved.

Would packing materials necessarily be that different if sending internationally than within the UK.
No sorry i use very similar materials , but the varied start prices to accommodation for either UK or international locations would greatly affect the requisite start price to compensate the seller for packaging costs.
How could a online selling company not even consider packaging when these insane policies are dreamt up?

Yep, you are late to the party , that party door has closed, that is, no opt out of Simple Delivery.
It's mandatory for Private sellers, many finding current listings with Custom Postage automatically changed to SD postage.
There's no avoiding it, it's here to stay!

This might just have been a coincidence but when you use simple delivery, you cannot opt in for free collection via Royal Mail. I used this service for a couple of years without issue.
Now with simple delivery, I had to book the collection separately via Royal Mail and they never showed up. I had to take to the local office the following day, delaying delivery to the buyer.
I got a refund on the collection but I have lost confidence in this separate process because of it.

Yes, business sellers currently may select their own preferred postal service.

Yes you can create a new account or convert your private one. Business accounts don't have simple delivery at all (though it would save me lots of money if they did). The fees for business sellers are like the old system for private sellers but a bit cheaper.
So it will definitely cost a lot more as a business seller, private sellers moaning about buyers' tiny fees and cheap Simple Delivery don't know how good they've got it now!

No one has ever stated that Business Sellers would not be shackled with SD before long - i think it was Kat who said it was not in plans up to the 2nd quarter of this year. That was a while back , but ive not seen any update.
