Global Shipping Programme Enabled but Buyers Abroad Cannot Purchase – Urgent Issue Costing Sales

Hi eBay team,

I’m writing to report a serious issue that’s severely affecting my ability to sell internationally.

Despite being fully opted into the Global Shipping Programme (GSP) and having it enabled on all my listings (see attached screenshot), international buyers are getting the following error during checkout:

 

"Unfortunately, this seller won't send to your location. Please update your delivery address or contact the seller to get a delivery option."

I’ve personally tested delivery addresses in Australia, the USA, and several EU countries, and the result is always the same — checkout is blocked with this error.

This is clearly not a configuration mistake:

  • My listings show that GSP is enabled

  • I have no excluded shipping regions in my preferences

  • The items (books) are GSP-eligible and well within all price, size, and weight thresholds

  • Buyer requirements are not blocking anyone

Yet buyers abroad can’t complete their orders, and I’m now seeing international sales drop by over 90% as a result. This is costing me both money and reputation as buyers assume I’ve restricted access when I haven’t.

This needs urgent investigation by the tech team. It seems to be a backend issue where GSP eligibility is not properly applying at checkout, even though it's correctly configured on the listing.

Can someone at eBay please:

  • Confirm whether this is a known technical issue affecting GSP?

  • Escalate this so it can be fixed across my account?

  • Let me know if any recent GSP changes have caused incompatibility with books or specific destination countries?

This is a major issue, and unless resolved quickly, it’s going to force me to look at selling platforms that can reliably support international customers.

This is a member to member forum. It's unlikely an ebay employee will read this.

There are several other threads on here regarding this issue and some show that ebay have acknowledged it.

Forget it, Ebay not interested I've called them several times, and they say they will sort it out that was 2 weeks ago it's something to do with Trumps stupid tariffs, that are just destroying small business in USA.

I wish ebay had competition then this would never had been an issue. The world is a lot bigger than just the USA, they should just sort it out asap, it's costing lots of people a lot of money.

Hi. Did you solve this issue? I am having exactly the same problem, but to other countries as well. Norway, Italy and Spain, so far. I can't get any help from Ebay. I have started going through my listings and adding 'country of origin', but it has made no difference. I am reluctantly having to send items by post. 

I would really appreciate your findings on this.

I want to buy an item from US seller but says ‘seller won’t send’ message / even though they said use global shipping option. It just isn’t there. 
tried to contact eBay and went round in circles for over an hour!!! Absolutely no help at all. 
has anyone got any other ways that work?

United Kingdom isn't listed as a country the seller posts to. They haven't specifically excluded the UK but it appears they haven't included it either. This could be due to the seller having the "Customise international shipping for some locations" option selected in their GSP enrolment with a conflicting rule in an international postage policy, it could be an oversight or it could be deliberate. 

 

Have you contacted the seller to ask if they do ship to the UK?

Give me ambiguity or give me something else.

I couldn't get it to work either.  UK isn't in the "Ships to" nor "Excludes" list. (France, Ireland etc. all give a EIS price.)

 

According to this post ebay appears to have [July 2025] some (keyword) blocking for unknown reasons - https://community.ebay.co.uk/t5/Buying/Uk-buyers-now-not-allowed-to-buy-from-America/m-p/7888845#M77...  (That thread was created in 2024 and some comments are totally irrelevant e.g. selling from UK to US).

 

And the same seller has many other items e.g. https://www.ebay.co.uk/itm/152903312918 which do ship to the UK and have a price.

 

So not much help, other than to say I don't think you are missing anything obvious. Probably a block imposed by ebay based on some keyword or category thing relating to safety or import tariffs/restrictions etc. and probably determined by AI.

 

If the seller is keen to sell to you, ask them to try creating a listing with as few words as possible (which still identifies what they are selling) and see if that has UK postage option. If not, they could try different words meaning the same thing and possibly changing the category if there was another suitable category. You may want to wait a bit for any other suggestions before asking!

Stopped working for me ages ago. If i set normal shipping they appear. Just seems to be a glitch that never got sorted.

I've been having this issue as of this morning where a two customers in the US and Poland, can't complete the purchase due to "location" even with GSP enabled.

 

Yet also this morning, a customer in Australia has ordered no problem. Very strange, and I hope someone can find a solution asap...

You don't appear to have filled in the "Country of manufacture" item specific on any of your listings; this is why US buyers can't purchase from you. You can find this information on the garment labels. 

 

I have checked eBay.pl and and the items of yours that I checked can be purchased. You need to check your Polish buyer is ordering through their regional eBay website - eBay.pl (or they can order through eBay.com) - they will not be able to order internationally if they are trying to purchase through eBay.co.uk.

Give me ambiguity or give me something else.

Hiya, yes I managed to find a solution, as my Polish customer has now had success.

I sent him to the item page on ebay.com and he has now completed the purchase.

 

I have also sent another item link to the customer in the US, so I hope soon that will be 2/2 fixed who were having the location issues.

 

I also noticed, only items with the "Country of Origin" selected are shown as available, which is around 34 of 95 total so far. The rest are completely hidden, so now I know I need to update each one to fully open the door for international sales again.
