There is a flat fee plus a %fee dependent on the item price.

As stated there is still a variable fee (up to 7%) depending on item price which hasn't changed. The fixed fee used to be 'Up to 10p' (generally 8p for most items) and is now a flat 10p.
So you should only be seeing an increase of around 2p.

The Buyer Protection Fee is calculated as a fixed (flat) fee plus a variable percentage of the item's selling price, as detailed on the Help&Support page https://www.ebay.co.uk/help/buying/paying-items/buyer-protection-fee?id=5594&st=3&pos=2&query=Buyer%...
The page gives the following information:
When purchasing from UK-based private sellers, the Buyer Protection fee is calculated as:
so for a 99p book the BPF is calculated as £0.10 + (0.99 *7/100) [7% of 99p] = £0.10+£0.07 = £0.17
The new 10p flat fee came into force today, I believe, having previously varied between 8p and 10p. The result of this is that the price of a 99p book has been increased by 2p.

When the buyer protection fee came in, I carefully priced all my goods and postage to hit price points of 99p, or £1.99 or £2.99 etc. So for a book at 99p, I priced it as £0.99 plus buyer protection 14p plus postage £3.86, total £4.99. For something at £1.79 The buyer protection fee was 22p so I could charge £3.99 postage, total £5.98.
Now without warning eBay have messed everything up by a few pence, so all my price points look more expensive.
