Only for private sellers apparently.
As nothing has yet been announced by eBay themselves it sounds like they forgot to put an embargo date on the press release or - if they did - someone ignored it.

I don't see that on my private account. What page does "Learn more" link to? Can you post a link?
There is no mention of there being no transaction fees on the fees for private sellers page.

I've clicked on the same pop-up just now and as yet, other than the reduced monthly listings of 300, I can see no difference. Terms and conditions still refer to the standard 12 % final value fees etc, but it may be the case they have simply not been updated yet. I am sure when someone makes a sale, we will all be informed, lol.

Also introducing, among other things, simplified selling and 'EBay Balance'.

- eBay Balance: Starting from mid-October, this new feature gives sellers the flexibility to use their earnings to shop on eBay, promote their listings, purchase delivery labels or withdraw available funds.
Hoping people will hold funds with eBay, à la PayPal.

They definitely expect new sellers to be new buyers, too, and they want that money to be burning a hole in their "balance"
"After eBay Germany removed selling fees last year, C2C volume in Germany returned to positive growth, resulting in hundreds of millions of dollars of incremental GMV relative to our prior trajectory. Plus, not only did more people start selling on eBay, but more than 250,000 sellers started buying—and they ended up buying twice as much as buyers who don’t sell, illustrating how free selling drives holistic growth."

Where will the "buyers" be getting the extra money to be spending more i wonder.
Can anyone post a link to "that" announcement ??? 😂 .
I'm guessing any promotions will be few and far between if at all.

I feel sure that the AI powered descriptions and photo enhancing tools won't result in a rush of item not as described returns!

Now updated:
Free selling for UK-based private sellers
It's now free for UK-based private sellers to sell on eBay (excluding motors: Cars, Motorcycles & Vehicles listings). You won't pay final value fees or regulatory operating fees when your items sell.
Fees will apply if you list more than 300 items in a month, if you add optional upgrades to your listing, or if you deliver to an overseas address. See our FAQs - opens in new window or tab for additional details.
Listing fees
Private sellers get an allocation of 300 free listings each month (or, 400 free listings each month if you have an eBay Shop subscription). Once you've used all of your free listings, we charge 35p for each additional listing you create that month. Listing fees are non-refundable.
- Relists and renewals: When your existing listings are automatically renewed or relisted, we don't charge the listing fee again, and the renewal or relist won't count against your free listings allocation. If you choose to manually relist your item, it'll count against your free listings allocation, or we'll charge a listing fee if you've used up your monthly allocation

Oh god they are so dreadfully bad. Talk about "not ready for prime time"
So overly enthusiastic, inaccurate and the sellers seldom chip in with an actual assesment of the item description, if it's used.
Recipie for disappointment.

I think it was a similar marketing ploy to the 'I'm a Celebrity' ads on the TV before the launch.
2 seconds of sound and a flash picture and everyone is talking. It worked!
