I have just sold two items to the same buyer , I have contacted ebay asking how I can combine postage using Simply delivery . The customer service person told me I could always refund extra postage back to the buyer when they have taken the money for the postage and not me . I also pointed out a 2kg parcel in the uk is the same price a 1kg small parcel but they are charging extra for it . Has anybody else realised private sellers can no longer add a small amount on for packing material . I also asked if a buyer is able to rate a seller on the postage price when Ebay are deciding how much to charge .

If I was you, I'd be looking to find out the Estimated Delivery Date (EDD) that eBay showed the buyer.
All the new SD listings I'm seeing today show a 2-3 day delivery and that's on Standard which includes Royal Mail 48 Hour Tracked.
So it's not only price of delivery that could get you marked down, but late delivery too because unless you send it the same day as order it's virtually impossible for 48 Hour Tracked to get to them in under 3 days.
Hell, Royal Mail even allow a further 10 working days after something enters their network to complete delivery. That's on every service outside of Special Delivery and you can't claim before that timeframe finishes.
This is a stitch up.

The Buyer pays for the postage with Simple Delivery and the Seller is sent the postage label.
How can you/the Seller refund any postage cost that you have not received?

What Ebay do not realise you are unable to now combine postage with this stupid postage , not are they only taking the protection fee from the buyer they are also taking another 40p per 1kg small parcel and even more from a 2kg small parcel because they do not charge the same

Its just the tip of the iceberg of ebay's greed:
- Buyer Protection Fee – a total lie, they are just pocketing the money
- Holding private sellers money - earning interest/investing
- Simple Delivery - once mandatory ebay will make money on every postage label for every item sold
- Hiding listings - ebay are hiding sellers listings so they have to pay to make them visible again
- Disabling the invoice facility - buyers are forced to pay BPF on each item so no combining orders now.

Does anyone know if they've changed payment rules for buyers?
Currently unless you select the "Immediate payment" box they have 4 days to pay?
If that's still the same how are eBay quoting delivery times of 2-3 days on listings?
Potentially only really comes into play on auctions but the auction I checked were still quoting a 2-3 day delivery window after the auction finishes.
So they advertise day "x" for delivery but in theory the buyer can pay the day after the last EDD.

I do know buyers still have 4 days to pay before a seller can cancel a order and give the buyer a non payee mark against . The problem is the invoice system is not working at the moment and I was told it maybe another 36-48 hours before it is so you are not able to sender a reminder yourself . I was told it could be the same time before you are able to opt out off simply delivery when listing a item . That is what the customer service person who I spoke to .

Unfortunately there's a well deserved saying: you can tell when customer service are lying, their lips move.
