buyer is reporting issue with GSP to Canada from Uk

i am selling an item which has global shipping gsp active, however when they try and purchase it gives a message at checkout saying "seller does not ship to this country"

i have not excluded canada from buyer list , and its not a restricted item.

does anybody have any thoughts on why they cant proceed

I had similar going to USA via GSP no idea why so just had to acknowledge my address was correct for some unknown reason. 
although buyer said she her address was right but I asked eBay for business who said her address was wrong even though sent via GSP
