Shipping cost different from listing and description

Hi guys. I noticed that some sellers give a shipping price for the listing and when I read the description says that prices are different for some countries and they ask not to make the payment right away and ask to send a message when the auction finishes. Why they don't just list the actual price instead of doing it via description?  Does this action follow the Ebay policy? I'm asking because shipping costs showing in the description are AWAYS more expensive than the listing. So basically they are asking for more money than the listing.

Does this action follow the Ebay policy?

If the price goes up, I doubt it. You could try reporting them.

 

(Or could you ask for the postage before bidding.)
