Hi.
I missed a delivery of an item and the standard card was left by Royal Mail that they would try again next working day or I could reschedule a pick-up point which I did. The day this was scheduled for, I got a note through my door to say the sender had underpaid on postage and I needed to pay £5 to get my item. I don't understand how it seemed a perfectly normal delivery and has now become this! The seller said free delivery on the posting. I have contacted the seller and they have replied in very poor English to say I need to pay the underpayment to receive my order having asked them to reimburse or refund me this £5 request. I'm far from happy about this! What do I do?

No, you do not need to pay the underpayment.
If you do, yes, you will receive your item, but there will be no way to enforce the seller to repay you that £5 excess.
You have 2 choices, do the above and be a possible £5 down, or open a case for item not received. Escalate after 3 days for a full refund.

Thanks. I take it if I escalate I would have the hassle of returning the item which I can't do till it's released by Royal Mail for £5?

No you open a case for item not received, as you do not have the item to send back.
Once the seller receives this case, they have 3 days to accept it and refund you, if they don't when this timeline passes, you then escalate, ask eBay to step in and they'll force the refund.
