If I am selling a very small item (say a postage stamp) why do I have to pay for a large letter

If I am selling a very small item (say a postage stamp) why do I have to pay for a large letter or a small parcel?  There is now no option to use a normal small letter delivery.

Also what to do about downloads that do not need postage??

You can opt out of Simple Delivery for some letter or large letter items under £20/100g (excluding the buyer protection fee). but not all sub-categories are eligible.   In FAQs on here:

You don't, and there is. Just list your postage stamp, price under £20, and make sure your Simple Delivery is set to Large Letter. This will activate the Custom Postage option. Here you can choose to send Royal Mail letter size (or any other size/weight).

I tried to do this but the Custom Postage option is not there.

Item is priced below £20.

Postage is set to Large Letter (but I only need a small letter).

Custom postage option does not appear.
