How do I set Royal Mail international postage?

This is driving me completely bonkers - I sell collectible trading cards, which easily go into standard small letter envelopes, saving an enormous amount on postage abroad. I've got a potential Canadian buyer but can't find any way of sending it except via the Global Shipping Programme - which classes it as a parcel, and accrues HUGE fees, over twice the value of the item! (A £7 card is adding £17 which is *insane*. Royal Mail happily ships letters for £3.40!) Obviously the buyer just isn't interested in that, and effectively we're blocked from the overseas card market unless I can work out how to set my own Royal Mail intl. postage. But how do I do it? The option just doesn't seem to be there! I've tried Googling and the AI advice is just plain wrong. Any human advice gratefully received, thank you! 
(Please note, the item value is under CAN$20 and therefore exempt from import duties and taxes. So that's not what's being added here.)

Hi,

To add to the other Members advice.

 

Check the eBay fees you will be charged on the item and postage as a Private Seller selling Internationally and not using Global shipping.

Also consider the cost you will have to pay if an International Buyer opens an eBay case for 'item not as described'.

as metioned by other, international options open in "Add other postage services", found below gsp header.

prices obtained from RM website though the delivery postcode was asked for when i used! Cover yourself and input into the ebay page. Used twice now, no issues other than postcode, label generated and tracking inputed into sale details. GSP is, from experience, not what it says, Opted in for years and Greece not included, had to use the "add other posting service" and opted for UPS.

I have a similar business and  have also spent a lot of time on this, as usual the information provided is not clear or incomplete and we have to partake in the dark arts to make any sense of it!

 

You are now not able to send goods by LETTER by Royal Mail International Standard, what they fail to tell you clearly is that you can used Standard for a LARGE LETTER and above. Whatsmore the price for large up to 100g into Europe is THE SAME as standard letter. For the rest of the World a large letter is now £4.20 so this will be the case for your Canadian customer. So higher price but at least you can still send without having to pay for Tracking.

 

If you select letter within eBay when obtaining a label it defaults to large letter automatically and requests the information for the CN22 as normal. Where this fails is for despatch to the USA (defaults to UPS expensively, not sure why eBay haven't sorted this). I get round this by booking items to the USA directly within my Royal Mail account which takes a bit longer to transpose the information but works.

"When you choose another international postage service, we’ll use it instead of Global Shipping Programme, wherever applicable."

 

I ve used this a number of times now as oversea buyers messaged saying unable to buy  as seller will not ship via gsp. GSP was selected! its a ebay thing and a shift, move away from gsp. I opted into the add another service and from courier website obtained a price to input. Item purchased, label printed via ebay  with all the tracking details in the sale details as simple delivery. Its a good 

 

the weight you did not state in op but if a card royal mail international, 100g letter, 16.5 x 24 is  £8.50..

over that 100g it jumps but still under the £17 you say.
