Can't exclude country from GSP in private account

Hi, 

I'm trying to exclude Germany from my shipping locations due to the LUCID packaging registration and it being a minefield for a private seller but I'm unable to exclude specific countries from the GSP tab.

From Google all the help seems to be directed to business sellers.

Any help to remove one country on a private account or do I just risk it and tell the German buyer to purchase?
