Can't edit postage policies to opt in for global selling

Hi, I have spent hours trying to work out how to opt in for global selling and edit my postage polices. 

Following the instruction to edit in postage polices isn;t working as the page does not have editing available. 

Feeling very stuck, can anyone help please?

I'm not a business and don't use Postage Policies but as no-one else has replied -
