payment on hold: cant add card for selling cost

so I've got nearly £100 i can not withdraw, ebay say its because i don't have payment method for selling cost. 

1.

under account/payment information/payments/my card I tried to slide the bar to make my card preferred method: i get red notice on top of the page: Please check the use for your debit card and try again.

2.

when i try to add cord from top of the page Payments, using red notice:
Your payouts are on hold because the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid. /Add payment method

i get this error: We couldn't verify this card. Please select a different payment method.

3.

i tried adding card from: Your preferences/Payouts/Selling costs/Payment method

it loggs me out, i log back in and im landing on the same page and i coudl do it 100 times, makes no difference.

i tried to use incognmito mode, on mobile and pc, cleared cookies and all stored sites, all privacy settings, nothing.

i tried deleting card, adding and trying again after 48h.nothing

i tried adding card when paying for item hoping i can use this card to select use for selling cost. not working

SPOKEN TO EBAY 3 TIMES, they said they escalate it, still nothing! i can't even use my money to buy staff on ebay, surely this is robbery! just few hours wasted on ebay chat/phone call.

also: there is no restrictions on the card (bank checked), i tried adding a card of  a family member: I'm getting same results.

Did you resolve this? I've also got the exact same problem with no help at all from ebay.

I'm guessing no one has resolved this as I don't see an update. My account is literally -$1.00 right now and eBay wont accept my card that I have paid for items in the past and refuses to accept the slider to move over for accepting the card for selling fees.  

It's absolutely ridiculous that this has almost gone unanswered for a full damn month

I opened another bank account, even then I wasn't able to change new card to be used for selling costs straight away. I removed the original card, waiting 24h, added back for payouts. Added new card n it allowed me to assign it for selling costs.

Not great, now I have to make sure I have funds in the other bank, while there was never anything wrong with my original bank.

Yeah I literally tried to modify both my bank account and my debit card for selling fees and both state "Please check the use for your debit card and try again." or "Please check the use for your bank account and try again."

I literally cannot set anything for selling fees and when I talked to eBay, they stated that it was a problem with my bank.  Even though I had literally just used the same card (After removing it and adding it back!) to make a purchase on eBay.

I literally think they have no solution for this at all.

When I got 2nd card and tried to add it for selling costs it didn't let me. 

I deleted both cards, waited 24 h. Added original card for bids n then added new card for selling. (it didn't let me to add either for selling unless I added 1 card already for bids). Don't know if it helps anyone, I had few people contacting me following the post, all with same problem. 

Now that it works for me I'm not trying to change anything with the cards, but we raelly shouldn't have to open 2nd account for the sake of ebay.
