What is this form they are asking you to sign?  Have you done this?

You have sold some high value items, so a hold on the payouts can be placed on these and proof of delivery only proved with tracking showing that delivery can release the payout sooner.

Just as an aside,  is your registration and verified bank account correctly registered with Managed Payments?

See here:

Further issues?  You will need to contact eBay Customer Services as they are the only ones with a full access to your account to see any, and resolve any  issues.  I strongly recommend only contacting CS very first thing in the morning when the lines first open at 8 a.m. as there's more chance of Dublin answering.

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.

9 a.m. to 6 p.m. on weekends.

Agree £3500 is way over the reporting threshold.

Although I've never heard of a form that needs signing before.
