However, finding out other users experiences, successes and failures is helpful. Especially when eBay replies tend to be a set of scripted answers and not targeted to the individual.

This has nothing to do with funds passing through your account.
I haven't sold anything recently.
I have been an ebay member since 1998. They already have my bank details, address and so forth.
They are witholding a REFUND from me. This isn't a payout, it's an order I made which was cancelled immediately because the seller couldn't fulfil the order (no more stock available)
The seller cancelled and refunded my 'Buy It Now' purchase. But ebay hasn't paid it in to my account and keeps pestering me for a driver's licence or passport.

eBay have to do this if they suspect a suspicious transaction that could be linked to Money Laundering although this is the first time I have heard them ask for ID from a buyer
Normally the ID request kicks in once about £7000 total has passed through an eBay sellers account
Something has triggered eBays AI software to think this is a suspicious refund so until you prove your ID they will not release the funds
You have been given ideas above on obtaining photo ID for £15 or for providing ID in other ways, but you won't get your refund until you do provide ID that eBay require.

I wonder how many people just walk away from ebay because of this.
With paypal it just worked.
I can only guess ebay has been scammed and they are tightening up security.

They are a nightmare. I would avoid them if I were you. I gave them a government photo ID and they still were not happy.

To my knowledge it is not legal for ebay to withold payments once a buyer has paid for an item. However, they are entitled to request verification and to suspend a seller's account until a seller has submitted the verification requested. By suspending a seller's account this would prevent buyers from seeing a seller's items. That in my opinion would be legal and correct. Any other process would involve a buyer who has already paid and hence a third party. I received a message asking for verification saying payments were on hold. I promptly ended all my listings on Ebay and even after I had provided them with photo ID they still sent me messages requesting it stating they were witholding payments until they received it and I have been with Ebay longer than you.

Hi, I had same problem with Ebay recently. I don't agreed with the photo ID request from the Limited company with Limited liabilities like Ebay. They are Sales internet platform, who is withholding their customer service contact phone number. They also sharing with HMRC some customers private informations and activities.

1) ID is for the prevention/reduction of fraud. You say you don't agree with it but you agreed with it when you agreed to eBay's terms and conditions when creating your account. Many websites or services ask for ID, even many bank accounts, so when it comes to money, a lot of checks have to be done.
2) They are sharing info to HMRC because they legally have to. Nothing to do with eBay doing it for no reason, it's the law. I'm not going into the criteria as there's plenty of info online. If someone is selling off their own unwanted goods they have nothing to worry about. It's just those who are buying and selling for profit/as a side hustle and aren't completing tax returns who rightly will have something to worry about.
It's likely they've flagged you up and asked for ID because even though you've been a member since 2012, you've only recently been listing and selling things and those are £200 items.
That sort of activity could indicate some sort of fraud, such as your account was hijacked and someone is using the account to sell high value items. So they've asked for ID to make sure it's the account holder who is listing and selling those items.

If utility bill is only to confirm address, why won't they accept the one I sent in?
They are saying mismatch of surname due to my birth certificate having my maiden name and utility bill having my married name.

Photo ID and another highly sensitive customer information request from Ebay to complete on your activities for HMRC.
If Ebay looking in to fraud preventions, then perhaps the company can invest in technology.

It actually makes complete sense.
Birth certificates aren't actually a valid form of ID at all because it's not like photo ID. Almost anyone can get hold of anyone else's birth certificate as a copy from what I remember. It's years ago since I ordered a certified copy of mine but it was something to do with finding the "volume number" (or something like that, can't remember either exact term used) and entering a few details.
eBay seem to accept it as a compromise but also require proof of address with it. Either way you look at it, someone's eBay account can only have 1 name. With passports or photo ID, it has to match the name on the account exactly.
With birth certificates, it also has to match the name on the account and as they also require proof of address to back it up, that should also match the account name. If someone has changed surnames from birth then unfortunately as far as eBay are concerned it could be 2 different people.

I see.
The way it was put seemed more like Duhh in reference to eBay for not understanding that people may have a different surname from the one they were born with.

Hi apexstore-7, thanks for your reply.
Yes, you could use your BRP for verification purposes. Please make sure that the photo you upload is not blurry, so it can be read with no problem, and do not cut off any corners of the document off the picture. You will also have to make sure to upload both front and back of your BRP.
Thank you,
Marco

appearing at top of page
| spent 2 hours on live chat with an ebay agent
But still, There's a notification in red 'Your payouts are on hold until
you update your account details
eBay requested that I submit my ID for verification, which I did.
I have Indefinite Leave to Remain in the UK and a UK goverment-issued BRP
card. I don't have any other documents
The verification form accepts UK passport, a driving license or 'other
goverment-issued ID'. I selected the third option and uploaded scans of my
ID in high-res and in colour (both sides) as requested
I've resubmitted the documents multiple times in the last few days and each
time I get this message in red notyifing me that eBay were unable to verify
my document, which I find a bit ridiculous as the document is accepoted by
anyone in the UK for any verification puropse as it is an equivalent to a
passport or a driving licence.
As of today, my funds remain on hold and eBay still wants me to update my
account details. I called another agent about an hour ago who said that
since documents are checked by a robot, only passports and a driving
licence can be varified, other forms of ID should be verified by a human
being which would take up to 5 working days. So when I submit the form with
'another goverement-issued ID' selected, should it not go automatically to
the relevant department to be seem by a human being?
The amount of contradictory and misleading information I received from eBay
agents is extraordinary. I don't know what it is, incompetance, malice or
something else. I will wait until Wednsday-Thursday and if the matter is
not resolved I'd need to approach an ombudsman and possibly take a legal
action againt eBay who are holding my money without any good reason, hence
unlawfully.
