I've sold two gift cards but there's no money in my account even though I've been paid

Is it okay to send the item? I've had email saying I've been paid.  Will it appeal later

Now he's telling me he's going to report me to ebay and leave the appropriate feedback just because I've not sent the codes straight away and asked why the money isn't in my PayPal

He can report you for breaking a number of ebay rules, including the digitally delivered items policy and the business seller policy.

You presumably deliberately listed as collection only for a reason, and that reason is not acceptable to ebay.

Payments do not go into your Paypal account, you have to be signed up for managed payments.
