Hello,I would like to start a store on Ebay again.The last time I froze my account, my balas was at 0 and there was no subscription. Now when I enter the account there is a balas at -390£>I would also like to update my payment card. Please fix this error

You are returning to selling after a long break. You need to register for eBay's Managed Payments, to be able to sell again on eBay.

You may be prevented from listing an item, because you have not fully or correctly registered with eBay's Managed Payments.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

If you have a negative balance of -£390, then it does sound like they have billed you for something. And it is possible the account was not deactivated. Just because someone on the phone told you they wouldn't charge you - doesn't mean they wouldn't if there was still something active.
You might need to check your Payment reports to see what it is they were attempting to charge you for.
And you'd need to actually speak to someone at ebay - you won't get the support you need via the forums as we are other sellers.

A minus - *** sum/amount on an account generally means that you have an eBay Credit owing ? >
After not being used for ''years'', account will probably have been blocked for security purposes and needs to be updated completely ... Apps can often be very unreliable so suggest using a PC/Laptop to recheck all your settings using these links including placing Current UK Banking account and Card details on file in order to send and receive payments through eBay Managed Payments. >
