We have answered your question on your other post.
I have provided a list of listing upgrades which you may have used, these all have that non refundable fee charge.
I have also provided a link to Customer Services please use that link to contact CS tomorrow morning, and they will explain the fee you've been charged.
Asking the same question here, as explained we are members like yourself, you will not receive a different answer.
Please contact eBay Customer Services, save you finding your other post, this is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

You can see a list of all of your transactions if you go to the payment tab in your seller dashboard. If you're using the mobile app then you can tap your available funds to list transactions, this will include things like promoted listing fees etc. so should hopefully help you get to the bottom of it.
