Was contacted by my bank today - highlighting that there have been many transactions to eBay yesterday/today that were flagged. My personal eBay account hasn't been compromised. There are no purchases for year or more.
From the banks view many transactions have successfully gone through already, before it was flagged by the Bank. There are many more transactions in a pending state.
The bank has decreed that for the already successful fraudalent transactions - I have to dispute the transaction with eBay first and show proof of attempt - before they will follow their transaction dispute process.
However, I cannot find any way to "contact" eBay regarding fraud when you are neither the seller or buyer. The Safety Center says:
But gives no way to contact "Customer Services". If I try to use the automated bot "Customer Services" then it runs around in circles and there isn't a "Fraud" option anywhere.
To the community - any ideas - on how to contact "Customer Services" regarding fraud when not the buyer or seller but where someone is using my payment details?

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

To answer my own question above.
1. Had to enter into an automated bot chat "assistant". And run around in circles for a while.
Keywords used were "Fraud"; answered "neither" when asked buyer/seller.
2. Used keywords "contact agent"; answered "another type of fraud" when given questions about item/dispatch etc...
3. Then selected "chat with agent"; and accepted wait etc...
4. IM'ed with the "agent" and took screenshots of the conversation to use as proof with bank.
5. "Agent" confimed that account was not compromised and that eBay cannot do anything as a different account was used for the fraud.
6. Now - I have some proof of trying to dispute fraud with eBay - so I'm going back to the bank now.
