Because ebay have decided that it is enough for genuine private sellers. Ebay's site they make the rules.

It is to encourage sellers like you selling NEW items to register correctly as a BUSINESS seller, before they get round to suspending sellers not paying the proper fees.

New policy on ebay. 

The number of free listings a month has changed to 300 from 1000 but ts free to sell no trasaction fees

If you want to post more than 300 a month then you can but you pay the insertion fees

And don't want to have to pay..
