why is it so difficult to speak to a human at EBay when you have exhausted ALL suggestions?

as title, it's that simple - Seller not responding but i don't want to return item unless i have to.  Please don't ask for specifics with above - there's nothing suitable in any EBay menu apart from

A/ Contact Seller (tried twice)

B/Return item for a refund.

Use that link to speak to an agent.

Generally though, opening a return case is a good first step.  The seller is likely to respond and you may be able to negotiate a partial refund rather than a return.

There will be no point in trying to speak to eBay. All they could do is refer you to their procedures, which you evidently already know.

You don't wish to tell us anything more specfic, but all procedures for refunds through eBay require the item to be returned. You can state a preference for a partial refund without returning the item, but it's up to the seller whether they will agree. eBay will not get involved.

Many sellers will insist on the item being returned for a full refund - partly as a deterrent to buyers who will try to get a discount by pretending to have found some fault with the item.
