As they were empty do the envelopes looked tampered with/ torn ? Could be sent wrongly to you by a seller and the item fell out, unsecured ' packaging'. Is there a return address on the back?
If not, then google Brushing Scam, this was going around a few months ago, and may have reared its ugly head again.
