too many buyers are sending to a different address and saying that their item was not delivered.

I have customers buying and sending to a different address. I have phoned the people where the item was sent and every one has told me that they received their item.  They did not buy from ebay. When I got in touch with ebay all they say is get my item tracked. I only charge £2.90 for the item and if I do this I am going to have to pay another £1.90 which ebay will then take some of that. How can I just send to a registered buyer whose address is on the post to

When you sell, you only post to the address provided by ebay, given with Payment details.  As a Business Seller you do not have to use Simple Delivery or use tracked postage, but unless you have proof of delivery, you will lose any claims for not received.

If you send to any address apart from the one given by ebay, then even tracking is no use, as it will not prove delivery to correct address.

I do not understand what you mean by buyers saying they did not buy through ebay but from Amazon.
