How does he do this in USA?

In the UK, the only method of verifying your age is by registering a credit card as here only over 18s can apply for a credit card.

It may be different in the USA.

You may not be able to resolve this query for your buyer.

I would suggest the buyer contacts Ebay or they ask in the USA member to member forum.
