refuned buyer as the item not recieved then 2 weekslater item turns up at the buyer how do i get paid for the item buyer not replying to messages its past 90 day so the automated service does not work need rto speak to some at ebay but unable to

You can try contacting ebay but not sure if they will do anything.  You can request a callback on here:

There is no way now to force buyer to repay you, and there is no way through ebay.

Payment has to be by arrangement between buyer and seller, using paypal, bank transfer or cheque.

If buyer does not respond, you could try sending a paypal “request for payment” in other words an invoice.
