posting via ups to the usa problems

2 out of 3 watches that I've recently sent to the US have not arrived. They get to the States then stop saying missing customs information on the tracking page. I have included 3 copies of the commercial invoice taped to the package. When I contact UPS they are not helpful at all.

Are they being sent correctly in line with tariff requirements, if not they are likely to be returned to you.

Royal Mail have what to me sounds like a complicated system to ensure all tariffs are paid before delivery. 

 I have taken the easy option and no longer post to USA.
