I paid the seller for the item including postage , and now delivery company has sent me a large delivery bill for a item Ii have already received , is  this a scam or why hasn't the seller paid it .

Was the item coming from outside the UK?   If so it would be import tax, separate to postage costs.

If it is import fees, you must pay them, if you refuse, you invalidate ebay MBG.

So will lose item & money.
