I order an item that never arrived, i started a return procedure by mistake and now i cant inform ebay that the order never arrived. The seller refuses to assist saying the order has arrived.

Has the seller provided you with tracking which you can check to see if there was a delivery? If not, then contact Customer Services explain the error hopefully they can open the correct case for you.
