want to put in an offer on product says I have to log in to paypal and if my offer is accepted they will automatically take payment is this normal never had to do this before thank you

That's how it works when the seller has immediate payment set up on the listing.

Yes,  it's quite a new feature which a seller can select as an option,  that is,  once an offer is accepted instant payment is made from the buyer's selected payment source.

It was brought in to reduce the number of non payments sellers were experiencing.
