Hi, I've recently had an offer accepted on an Item I wish to buy, which is coming from America. When I go to 'pay now', the price increases. I've tried to discuss this with the buyer but they are not clearly understanding of my issue with this purchase.
Contacting ebay does now options to choose on getting this resolved.

The price increase is the import fees you'll pay.
You're importing an item into the UK, so import taxes will apply. eBay collect this and pass it on to HMRC if the item is below £135.

Seller does not collect import fees.
Ebay will collect VAT on behalf of HMRC.
If sold through GSP, you also pay international postage.
If seller sends direct, you pay them international postage.
UK carrier will collect any import fees (if item over £135) before delivery.

Hi,
The offer accepted by the seller is under £135, does this mean there should
be no import fees added?
I'm aware of international postage.
There are always import fees if you import an item.
Import fees will be added in the form of VAT at 20%.
If an item is over £135 Customs Duty is added.

VAT is added to sold price.
As I said, seller does not get this, ebay collect on behalf of HMRC.

No it won't. The price at checkout will.

Listing shows seller uses GSP.
So invoice you receive will include item cost, postage & any VAT & import fees.
It also says seller is away until 18 October, so there will be a delay in posting, but it still gives estimated delivery dates.
