be careful with ebay, If you return the product, they will not refund your money. I will never buy from here again.
we bought a toy and thought it had a code, unfortunately not, and we sent it back, We received an answer that they would not refund the money.
I believe they became happier.

There is a process for sending back an item which was not complete on receipt so it's a case for item not as described. If you follow the process correctly you will receive a full refund.
We have no access to your account so cannot see any details of this case you opened, but this is the correct process.
You then go right of the item in your Purchase History, and from More Actions select Return this item, selecting the reason... Item Not as Described.
The seller has 3 days to accept the case, if they don't , you need to escalate on day 4, or within 30 days, and eBay will step in and force the refund.
If the seller wants the item back first, they need to pay for a fully tracked return postage. On receipt of their item they have 48 hours to refund you. Again, if they don't, you escalate the case.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.
Did you follow the above? Not escalating will make the case close too.

If you opened a case for item not as described, that is, one for when you receive an incomplete item, the only way the case would close is if you forgot to escalate and with no activity the case will close.
Or , you opened the wrong case, or you opened it not within the timeframe of within 30 days of the item's last estimated date for delivery.
