As a seller on ebay only has to show delivery details showing delivered or attempted delivery to win a case of not received,you could open a case of not received citing the item was delivered to the wrong location,and if the case closes,you could then appeal the ebay decision.
Alternately,best to contact your payment provider for help to recover your money if the item was of value,if you paid by card or pay pal.
