When you have a problem then you open a dispute.
Buyers are covered by the ebay money back guarantee but you must make sure you open the correct dispute
It is not clear what you had purchased.
If you bought two items together the paper and cartridges and only received one item then you open a Not as descrlibed dispute.
The seller sends a pre paid label for the return of the part you did receive and once they have it back then they refund in full. If they dont then you escalate to ebay after 4 full days
If you ordered two items seperately and only received one then you open a Not received dispute for the one item you did not recieve.
If the seller can not prove by a tracked method or postage that you received your item then you escalate it after 4 full days and get your money back.
