how to find a member and message them after an offer has timed out

I have let an offer time out as it was over a weekend - how can i find the member and ask them to re submit so I can accept

You would still have a message advising of the offer, including ID of member.

If you click on ID it will take you to members feedback page with contact link. If you cannot click on ID, then you can find member using this https://pages.ebay.com/services/forum/feedback-login.html
