fees from 5 Feb - who pays

Ebay`s announcement re fees from 5 Feb seems a bit ambiguous.

Can someone please clarify

Will the buyer have to pay the fee to Ebay in addition to the item price to the seller.

Or does the seller have the fee deducted from the item price and receive a reduced amount.

ebay adds the fee to the seller's chosen item price.   So seller lists item for £20, buyer sees that price as £21.55 + postage.   Seller receives £20.
