I have listed an item for collection or delivery. I selected "bulky item" under the ebay delivery options as the item is 23kg.
I am in the UK and a buyer in the UK wants to make an offer and have the item delivered. Ebay wont let him make an offer, saying I wont send the item to the UK. Im in the UK, so is he. I'm sending from within the UK, not to the UK. My ebay account and the listing both show my correct UK postcode.

More information is needed as we have no access to any details.
Other than ebay having a brainstorm, if you are using a courier there may be parts of the UK they do not cover, or where delivery is much more expensive.
Where does potential buyer live? Northern Ireland could be a problem.

eBay's computer sometimes selects the wrong message. If something is blocking the buyer from making an offer you may need to work out what the actual problem is.
For example, are you sure your seller lives in the UK? Only yesterday we had someone insisting the Jersey was in the UK, but it isn't. Neither is Norther Ireland or the Isle of Man.
Is it possible that you have opted not to sell to buyers in particular regions of the UK? If so, that might explain why this buyer is unable to bid. Or the problem might lie with your choice of courier.
If none of the above, check your seller preferences to see whether this buyer might have fallen foul of any of them. Doe he perhaps have two or more unpaid item strikes on his account?

I am in Sunderland and the buyer is in Leeds. I originally listed the item as collection only as it is 23kg.
A buyer contacted me asking if I would considering shipping the item and they would pay the delivery costs.
I revised the listing to collection or delivery and selected bulky item up to 30kg from the ebay delivery options i.e. to use a courier provided by ebay rather than my own.
The buyer in Leeds tried to buy the item and got a message saying that I wont ship to the UK. I'm in the UK, shipping from one UK location to another. They tried again and got a message saying I wont ship to West Yorkshire.
I checked my postcode in my account and on the listing and it is correct - I've shipped other items recently using ebay delivery. The only difference is that this is the first time I've tried to use ebay to ship a bulky item i.e. over 20kg.
I also noticed that when I revised the listing and choose bulky item up to 30kg, ebay said the shipping cost would depend on the delivery time chosen by the buyer and would start from £14.98 but when I viewed the revised listing it stated that delivery was £12.48.
The item is a bass guitar speaker cabinet so not a restricted item.

Thanks red_magpie. The buyer has told me they are in Leeds and I have no reason to doubt them. I've exchanged numerous messages and they appear to be genuine.
I checked my seller preferences and removed Block buyers whose primary postage address is in a location to which I don’t post.
When I revised the listing to add delivery, I choose the ebays Bulky parcel up to 120 x 80 x 80 cm up to 30kg and it automatically shows
Simple Delivery
Prepaid DHL label provided.
It seems to give me the option to exclude a courier but not choose a courier.
Very frustrating as I can simply go online and arrange a courier to collect from my home address for the same price, independently of ebay.
