You've had an account for 20 years but have you been selling solidly without a break for that time.
We cannot see and restrictions you may have ' earned' on this account but what can be seen is that you've had a break in selling and returned.
Have you registered for eBay's Managed Payments, you may be prevented from listing an item, because you have not fully or correctly registered with eBay's Managed Payments.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Even if you have a bank account already registered you need to show eBay the account you need to use for Managed Payments.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

You're only as good as your last year's sales on eBay. You've only received one feedback as a seller this year, apparently due to your account being hijacked. (You could have had that feedback removed for mentioning an eBay case, but sadly it's too late now.)
Sellers returning after a long break from selling have to start again in terms of proving reliability. As your own situation demonstrated, dormant accounts are liable to be hijacked, so you can't blame eBay for being cautious.
By the way, you now appear to be selling new hardware items. If you plan to continue doing this you will need to register as a business seller. Private sellers are restricted to selling their own, unwanted items. Buying to sell is a business activity and even on a small scale requires a business registration. It also means that you will pay selling fees again, but at least your buyers won't be charged the hated buyer protection fee!
