eBAY INTERNATIONAL SHIPPING Messed up and im paying for it

Ordered a one off signed Album from America - got sent a completely different Album from another seller ,

as Ebay international shipping swapped labels - Ebay uk recommended [based in Europe]   open returns 

case ...I did .....now after many phone calls .....Ebay uk say its an international ebay problem -even the returns label is messed up ..... I was hoping to get /find album ---but investigations led me to know its been taken 

7 days now on phone to ebay and they keep saying international will phone me ,never do  [no phone number]

no refund , am lost ...and warn out brain waves .......any help would be appriciated

You open item not as described case, escalate on day 4.

You will likely get a refund, no way to get your correct item.

I hope you opened the correct type of return request - under eBay's money back guarantee as "not as described". 

If you did, you should eventually get your refund. It's strange.  Ordinary sellers get just three days to agree to the refund, or eBay may step in and enforce it. But when eBay itself is responsible for the delivery service they seem to take so much longer to investigate it!
