This is a flaw with instant payment on offers, you can't use discounts.

Ebay say they will change this sometime.

let me understanding it 

Basically ebay has added a coupon code to my listing 15% off, does not that come off my total I receive when there is a make an offer, as I have not able  add the coupon or authorize it?

if seller has instant payment, no coupon.

If you pay after offer accepted, you can use coupon at checkout.
