combine simple delivery postage?

Someone has bought and paid for two items with simple delivery. I thought of sending them in one parcel adding the tracking number to the other item and refunding her one postage cost but I read somewhere that Ebay will refund the buyer if a label is not used, does anyone know if this is correct ?

Yes,when buyer pays for postage eBay will refund the unused  label in around 30 days.

You still have to generate the label to be able to update the tracking or else wait 14 days for payment.
