how do I extend the time period to collect a item I've bought from eBay that has been delivered to my local Argos store

You cannot it's 7 days from when you were notified that it has been received by Argos. 

After that period lapses, the store can deal with the item as they wish, send it back to the seller,  give it to charity,  or even destroy it.

You have only 7 days, there is no facility to extend. After 7 days Argos can return to seller or dispose of packet.

I had heard that Argos were no longer in this scheme, but perhaps it just referred to one particular store.

Give collection code to a friend & ask them to collect.

As said, if you fail to collect within 7 days, you may lose item & money.
