so i bought a abrand new car battery in october last year and it has gone flat but the seller wont replace it even though its still under guarantee

Was the item bought new, with a warranty?
If it is a UK business seller, their details will be on their listings.
Write to them (letter not email) and explain what you expect them to do.
If they don't respond, contact Citizens Advice to see what 'next steps' they suggest.
Ebay give you 30 days to return items bought on the site. After that, it is between you and the seller,

Who is offering the guarantee?
eBay and PayPal have buyer protection that lasts 30 days, your debit or credit card may offer up to 120 days protection but past that it would be between you and your seller.
Any guarantee that's offered by any seller on any platform is only ever going to be as good as your ability to enforce it and, as you've discovered, you can't.

Sadly as you are finding a guarantee is only worth as much as your ability to enforce it.
One thing is that you may find it very difficult to return it. Very few of the common couriers will take it.
