cant get into account

Hi Im hoping someone can help, my husband cannot get into his account its saying its need a verification code but theire sending it to out landline it should be to the mobile number, nothing coming in on landline anyway , but cant even get into his account to update number asked for callback not recieved one and no email address so after being wioth ebay nearly 20 years he cant get back into his account can anyone advise thanks
