I sold a high-end Alpine car radio. The buyer soon complained that two functions were not working. He did not listen to my requests that the unit works 100% and that professional installation was required and opened a request for a refund. Then I made two complaints on eBay and they flatly rejected them in favor of the buyer. Now the buyer writes to me that he installed the radio himself and that he will not return the radio to me unless I give him some money for the costs!! eBay has already made a refund. Who and where can I complain to? The sale price was 600 euros, and the price of the new item is 1800. Is this blackmail?

If buyer opens not as described case, you issue returns label and only refund on return.
If you refund 1st, ebay close and won't make buyer return item.
If you ignore or refuse case, ebay can force refund and buyer keeps item.
This is now between you and buyer.

It isn't clear what you mean by having made "made two complaints on eBay". From your description, it sounds as though you probably prevaricated about the return and didn't send the buyer a prepaid return label, as eBay requires. If not, eBay will have enforced the buyer's refund without the item having to be returned.
If you had sent them a prepaid return label, eBay would not have issued the refund until the postal tracking record confirmed that the item had been returned.
If the buyer is now offering to return the item if you first send them the cost or delivery, this is perfecty resonable. They don't have to return it at all; you accepted in the user agreement that eBay will decide whether items have to be returned, and agreed to accept their decision.
As for "where you can complain to," the answer is nowhere. eBay's money back guarantee is unregulated. There is no right to any independent appeal.
