buyer is being prevented from being able to pay

I have sold an item to a buyer in New Zealand who could not initially pay for item because of some shipping restrictions. I have changed the postage details to include NZ, but he says he is still unable to pay. When I tried to send him an invoice, ebay said I could not because the ebay was managing part or all of the shipping, even though I am happy to ship the item myself (as I have always previously done).

If you want to post direct rather than use GSP you may have to cancel and relist with the direct postage on the listing, rather than try to send an invoice afterwards which we can't do these days.    But first try putting their ID on your exemption list to remove any blocks:
